YOU-CYCLE Policy Briefing

Young people across Europe are increasingly aware of the environmental and socio-economic challenges shaping their futures, yet many still struggle to access the skills, resources, and support systems needed to participate meaningfully in the circular transition.

The YOU-CYCLE project (YOUng Changemakers for Circular Local Economy) explores how circular economy entrepreneurship can serve as a pathway for youth empowerment, local innovation, and community resilience -particularly for young people with fewer opportunities.

This policy briefing synthesises insights from YOU-CYCLE’s activities across Spain, Greece, Türkiye, Belgium, and Romania. It combines literature review, EU and national policy analysis, and direct contributions from disadvantaged youth and youth workers collected through co-creation workshops, international training, local hubs, hybrid exchanges, and the YOU-CYCLE International Network Creation Event.

Together, these inputs help map the current landscape of circular economy engagement among young people, the barriers that restrict participation, and the systemic changes needed to strengthen youth-friendly circular ecosystems.
